Visiting a Centre

When visiting or working at a Centre you need to:

  • Be able to produce a Work Method Statement for work being undertaken
  • Observe speed limits when driving
  • Park vehicles in designated areas and/or away from Centre entrances and docks
  • Report to Centre Management
  • Undertake site specific orientation (leaflet available at Centre Management), sign in and out on entering or leaving
  • Obtain and read a copy of the site-specific �Contractor Rules�. Generic �Contractor Rules� are included in the Contractor Attendance Log.
  • Arrange for after-hours access if required
  • Wear a current ID or visitor badge and carry your Health & Safety First induction card at all times
  • Not smoke anywhere inside or on the roof of any Centre

Signing In and Out

Upon arriving at a Centre, you must report to Centre Management prior to commencing any works.

You are required to sign-in using the Contractor Attendance Log, which is generally at Centre Management Reception. All sections in the Log must be completed. You are requested to read the �Contractor Rules� which are included in the front of the Contractor Attendance Log. Upon request, a copy of the Contractor Rules can be printed and provided separately.

When leaving the Centre for any reason, you must sign out using the Contractor Attendance Log. This will assist Centre Management in tracking the whereabouts of all persons in the event of an emergency situation.

Security of the Centre

It may be necessary that keys are issued to you for access to secured areas of the Centre.

If you unlock a secured area, you must ensure that the area is secure once you have passed through the area and again when leaving the secured area.

Any keys issued by Centre Management are recorded in the Contractor Attendance Log and you accept responsibility for the issued keys by signing the Log. In the event that issued keys are lost or misplaced, you must report this to Centre Management immediately. If all keys are not returned before leaving the Centre, you may be liable for the cost of rekeying any or all locks and doors for the applicable keys.

Incident Management

Your organisation needs to have developed and implemented an incident management procedure.

All incidents, near misses and unsafe work practices must be reported to your supervisor and to Centre Management. This includes incidents that are caused by you or your staff and effect:

  • Any contractor, co-worker, other contractor and sub-contractors
  • Service Providers
  • Centre staff or employees
  • Tenant or their staff
  • General public

Centre Management will complete an Incident Report form and your assistance with relevant details will be sought. You are required to assist in any incident investigation that you may be directly or indirectly involved in as required.

First Aid

Access to appropriate first aid in the event of an incident is a vital part of our safety strategy. You should remember:

  • First Aid kits are located at each Centre Management office
  • Trained First Aiders are available at most Centres
  • Each contractor, service provider should have basic first aid kits readily available for their own use.

All injuries must be reported to your supervisor and to Centre Management. A first aid record should be made to record relevant details of treatment provided. A copy of the first aid record should accompany the injured or ill person if the person is transferred to a medical service or hospital. A worker should be given a copy of their first aid record or have access to that record on request. The original copy of the first aid record should be retained at the workplace.

Safety Issues

There are many safety issues to consider when working at any of the Centres. It is important that you are aware of and understand the possible safety issues that need to be considered as this will assist in ensuring everybody�s safety.

Some of the safety issues are listed below

  • Confined Spaces
  • Asbestos
  • Chemicals
  • Medium Density Fibreboard
  • Ladders
  • Scaffolds
  • Working at Heights
  • Plant and Equipment
  • Ceiling Space Access
  • Traffic Management and Mobile Phones
  • Manual Handling
  • Electrical Safety
  • Emergency Evacuation
  • Fire Prevention and Smoke Detectors/Sprinklers
  • Hot Work Permit

You must ensure that if any of these safety issues are identified as relevant to the work you are undertaking they should be included in your work method statements.

Confined Spaces

Only appropriately trained persons are to enter confined spaces. All applicable safety and procedural paperwork must be completed prior to entry.

Asbestos

Review the asbestos register and obtain permission before drilling or any other activity that may disturb any asbestos, and advise Centre Management if any suspected asbestos materials are discovered.

Chemicals

All chemicals brought/used at the Centre must have a compliant Material Safety Data Sheet and be correctly labeled.

Medium Density Fibreboard

All particleboard brought to any Centre must be of, and labeled as, Low Formaldehyde Emission grade.

Ladders

Metal or aluminum ladders must not be used anywhere electrical hazards exist. That is, voltages in excess of 120 volts DC or 50 volts AC. Only use timber/fiberglass ladders for electrical work.

All ladders must be in a safe working condition and used in an appropriate manner.

Scaffold

All scaffolding used at any Centre must comply with relevant legislation and Australian Standards and be erected /dismantled by trained / licensed personnel.

Working at Heights

Ensure that when working from heights you are working in accordance with state legislation and appropriately manage any risks eg. fall protection equipment.

Plant and Equipment

Ensure you bring your own plant and equipment required for work at the Centre. Plant and equipment must be in a safe working condition and must be maintained. All electrical equipment must be tested and tagged as well as the use of Residual Current Devices.

Appropriate Personal Protective Equipment must be used by all personnel using, or in the vicinity, of plant and equipment.

Ceiling Space Access

Ensure that you have a �watch� person or communication process in place. Never enter a roof cavity or confined space without permission.

Traffic Management and Mobile Phones

Caution must be taken at all times when traversing through the carparks and loading dock areas, paying attention to vehicles and pedestrians.

If performing work in these areas, highly visible safety garments (vest or shirt) must be worn at all times.

All speed limits, traffic signs and rules must be observed.

Manual Handling

Manual Handling refers to any activity where a person uses a force to lower, lift, pull, push, carry, move, hold or restrain an object. Most tasks require some form of manual handling.

Actions you may take to reduce the risks associated with manual handling include:

  • Minimise the lifting and lowering forces you exert
  • Hold the object close to your body
  • Avoid the need for bending, twisting and reaching movements
  • Reduce pushing, pulling, carrying and holding
  • Reduce repetitive and sustained movements
  • Where possible, use mechanical aids to minimise manual handling

Electrical Safety

Working with or near electricity requires diligent and safe work practices, as electricity is unforgiving and does not give second chances. You must consider the following points:

  • All power cords and portable power tools used at any Centre must be tested and tagged. The testing and tagging must be current and performed in accordance with AS3760.
  • Residual Current Devices must be used and must be tested before being brought to the Centre.
  • Only licenced and qualified persons are to perform electrical work.
  • Electrical leads must be positioned to ensure they will not be damaged, exposed to moisture or be a trip hazard.
  • Power tools must not be left unattended at any time
  • Double adaptors are not permitted for any use at any Centre
  • Tag/lockout procedures apply.

ALL AREAS FOR ELECTRICAL WORK MUST BE ISOLATED AT THE SWITCHBOARD AND TAGGED PRIOR TO PROCEEDING WITH ANY WORK.

Emergency Procedures

You must ensure you are familiar with:

  • Location of emergency exits and evacuation assembly points. A brochure with a site plan and instructions is available at Reception at each Centre, otherwise ASK.
  • Emergency tones ie.
    • BEEP, BEEP � Be alert and ready to evacuate upon instruction over the PA System or by local Fire Wardens
    • WHOOP, WHOOP � Quickly and calmly exit the building via the nearest fire exit and wait at the Assembly Point.

Please ensure that all exits and corridors are kept clear at all times.

Fire Prevention and Smoke Detectors/Sprinklers

Permission must be obtained from Centre Management prior to commencing work that may produce dust or smoke or any type of impairment to any part of the fire system. Centre Management has a responsibility and obligation to complete and submit a Fire Systems Impairment Notice 72 hours prior to isolating fire systems in the required work area(s).

You should:

  • Check with Centre Management to identify locations of smoke detectors
  • Be aware that dust and smoke can activate fire detectors
  • Ensure Centre Management has isolated the required fire systems prior to you commencing hot and or dusty work

If isolated, the fire system must be activated at the completion of work. False alarms and fire brigade visits due to contractor neglect will be charged back to the contractor.

Hot Work Permits

A Hot Work Permit is required for any activity likely to produce a source of ignition, dust or activation of any part of the fire system. The Hot Work Permit must be completed in consultation with Centre Management prior to the commencement of work.

You are required to ensure that:

  • All combustible materials are as far away as practicably possible or made safe within the work area
  • Extinguishers and fire hoses are present at the work area and your employees know how to use portable fire fighting equipment
  • No flammable liquids, gases, vapours or dusts are present
  • Emergency exits are clear and accessible
  • Fire retardant covers are supplied as required
